Budget-based ordering: Creating a car budget policy

Car policy configuration with Headlight

To create a car policy, go to Policy → Car Budgets.

Click “Benefit budget policies” in the Policy Configurator menu.

Click “+” to create a new benefit budget policy.

First, give the car budget policy a suitable name.
Employees will see this name when accessing the car configurator.

Link the applicable lease service package.
This ensures a correct TCO (Total Cost of Ownership) calculation.
If you haven’t configured a lease service package yet, learn how here.

[Optional] If your lease service package doesn’t include insurance, Headlight will ask you to provide the unbundled insurance service.

[Optional] Link additional unbundled services if you want other cost elements considered in budget calculations.

Next, for most budget-based ordering methodologies, link a bulk quote pricing — this tells the configurator which lease prices to use.

Budget parameters

Set the default annual contract mileage and contract duration (e.g., 25,000 km and 48 months).

Budget components

This defines how vehicle cost is calculated in the car policy —
it can be a TCO formula or a sum of cost components (e.g., lease price + unbundled services).

For this policy, select “Corrected TCO before tax.”

If multiple budget components exist, deselect all except the correct one.

Budget levels

Now configure car policy levels within your policy.

  • Start by adding the level name (visible to employees in the configurator).
  • Set the budget level amount, expressed in the earlier-defined component (“Corrected TCO before tax”).
  • Select the employee types linked to each policy level (e.g., “Junior consultants” for CAT level).

This list is populated via Resources → People data.
If employee types are not relevant for your organization, you can leave this empty,
but an employee type must be set when activating an order.

Once the first level is added, you can create additional levels as needed.

✅ All done!

You can now configure contributions and filter sets (covered in later tutorials).
Save the car policy — it will appear as inactive until activation.

The car policy is created but inactive. Employees cannot yet use it until further configuration.
In next videos, you’ll learn how to finalize setup depending on the ordering method (budget-based or car list-based).
